Upfront Costs for Dubai Utilities

When renting or buying a property in Dubai, you will encounter several mandatory fees before you can move in:

1. DEWA (Dubai Electricity & Water Authority)

DEWA requires a security deposit that is typically 2,000 AED for apartments and 4,000 AED for villas. This deposit is refundable when you close your account. Additionally, there are activation fees (Knowledge and Innovation fees) ranging from 130 to 330 AED.

2. Chiller & District Cooling (Empower / Emicool)

Depending on your building, you might have "District Cooling" instead of central AC. Providers like Empower or Emicool require their own security deposits, which can range from 2,000 AED for a studio up to 5,000 AED for large villas. Note: If your building is "Chiller Free," your AC usage is included in your rent or DEWA bill, and no separate deposit is needed.

3. Ejari Registration

Ejari is the mandatory registration of your tenancy contract. The government fee is approximately 220 AED.

4. Gas Connection

Many modern towers in Dubai have centralized gas systems. Activating your gas line usually requires a deposit of around 1,000 AED.
